You will need to first register on the U.L.S. page (   http://www.fcc.gov/wtb/uls/  )

  to do this go to the uls page and click on the register button. then it will ask you for a TIN wich is nothing more than your social security number. then it will require a password.

Once you get that done then go back to the main ULS page and click on the filing button and work your way through the form. it can be slightly confusing but if you need help I will try just email me n0mho@lowra.com
